What Ukraine announced
David Arakhamia, who leads the Servant of the People faction and sits on Ukraine's negotiating group, said the ceasefire around Oleshky will remain in force until 10:59 p.m. on November 1. Writing on his Telegram channel, he characterized the arrangement as the most significant de-escalation since 2022 and argued that such steps move Ukraine nearer to the peace it has long sought.[S1]
Ukrainian outlets reported the same core development, describing a truce in the Oleshky area set to expire on the evening of November 1. One outlet's headline put the end date a day later, at November 2, a discrepancy that the available evidence does not resolve.[S2][S3][S4][S5][S6][S7]
Purpose and timing of the truce
The two sides agreed to the halt in fighting so that civilians could be evacuated and humanitarian supplies delivered. It took effect at 4:00 a.m. Moscow time, which is 3:00 a.m. in Kyiv. According to the White House, the arrangement was initiated by U.S. first lady Melania Trump.[S1][S8]
No comment on the announcement had come from the Russian side at the time of the report, leaving open whether Moscow formally endorses the terms or how it will act once the window closes.[S1]
Conditions inside the city
Oleshky, in the Kherson region, has been under Russian occupation since 2022. Since the fall of 2026 the situation there has edged toward a humanitarian catastrophe, with repeated drone strikes depriving residents of food, electricity and adequate medical care.[S1]
