A summit appearance with a diplomatic backdrop
Javier Milei plans to fly to Spain next week for the Ibero-American Summit in Madrid, scheduled for November 4 and 5, according to the Casa Rosada. The Argentine presidency has not finalized the full agenda, the departure time, or the definitive makeup of the delegation. The trip follows weeks in which Milei weighed whether to take part.[S1][S2][S3][S4]
Brazil will be represented by Foreign Minister Mauro Vieira rather than President Luiz Inácio Lula da Silva. The Brazilian presidency confirmed to TN that Lula's participation in that program is not planned, which rules out a direct meeting between the two presidents that had been floated after Lula's reelection.[S1][S5][S6]
The overlap comes days after Foreign Minister Quirno and Vieira are due to attend a G20 foreign ministers' meeting in Atlanta on Friday, October 30 and Saturday, October 31. US Secretary of State Marco Rubio will chair that gathering, which takes place as controversy grows over the transfer of the former Brazilian presidential candidate to Miami.[S1]
How the Milei-Lula relationship reached this point
Relations between Milei and Lula are at one of their most strained points following Sunday's election, in which the Brazilian president won reelection against Bolsonaro. Milei publicly backed the opposition candidate during the campaign and did not congratulate Lula on his victory; his government said only that it had noted the electoral result.[S1]
The dispute deepened after Bolsonaro entered Argentina through Puerto Iguazú on Tuesday, October 27 and boarded a private plane to the United States despite a judicial ban on leaving Brazil. The Casa Rosada says he presented valid documents and that no registered impediments existed for his transit, while separate investigations are examining whether national agencies cooperated improperly.[S1]
Argentina's government says it has already sent the requested records on the Brazilian senator's entry and exit to the courts. The material includes migration logs and background linked to the Airport Security Police. The executive maintains that legal procedures were followed and that no international alert required blocking his entry.[S1]
Brazil's foreign ministry declined to preview diplomatic measures against Argentina when asked about possible requests for explanations or formal protests. Itamaraty said the legal situation of Bolsonaro falls to the Supreme Federal Court. The response announced no concrete step but also did not expressly rule out further diplomatic action.[S1]
An institutional visit after partisan trips
If the trip proceeds as planned, Madrid will be Milei's eighth visit to Spain since taking office. He went twice in 2024, twice more in 2025 and three times so far in 2026. His most recent stay was on October 21 and 22, when he took part in economic and academic events and met Isabel Díaz Ayuso, president of the Community of Madrid.[S1]
On that occasion Milei again sharply criticized Spanish Prime Minister Pedro Sánchez, accusing him of corruption and authoritarianism. Spain's foreign ministry publicly rejected his remarks and questioned his use of the visit to intervene in the country's internal political dispute. Despite that clash, Milei has now confirmed he intends to return for the summit.[S1]
The new trip differs from earlier visits to Spain, which centered mainly on party, business and academic activities. The Ibero-American Summit is an institutional meeting of heads of state and government bringing together the 22 countries of the Ibero-American community, held under Spain's organizing presidency.[S1]
Spanish authorities will lead the gathering, which includes activities involving King Felipe VI. Planned themes include economic cooperation, innovation, sustainable development, academic mobility and security challenges.[S1]
A crowded international calendar
Milei's foreign schedule has intensified in recent weeks with trips to the United States and Spain. On September 22 and 23 he was in New York for the UN General Assembly and events tied to hemispheric security. He also met US officials including Rubio as part of his strategic alignment with the administration of Donald Trump.[S1]
Later, on October 14 and 15, the president visited Washington, where he was recognized at a Hispanic community gala and at the US Chamber of Commerce. He also took part in an event linked to Argentina's chairmanship of the International Holocaust Remembrance Alliance. His Madrid trip came less than a week after that tour.[S1]
The Casa Rosada aims to use the Ibero-American Summit to sustain the president's international profile while managing deteriorating political ties with Brazil and Spain. Lula's absence will prevent a direct encounter between the two presidents, but Brazil's representation under Vieira keeps the diplomatic front open.[S1]
