A border crossing in Misiones and a private flight
Flávio Bolsonaro, the former presidential candidate of Brazil's Liberal Party, crossed into Argentina late on 27 October through the Tancredo Neves international bridge in Misiones province, together with his wife and daughters. Argentina's National Migration Directorate, headed by Sebastián Pablo Seoane and attached to the Security Ministry led by Alejandra Monteoliva, reported that the four entered at 22:50 with valid travel documents and no legal obstacle, and that the crossing was logged without incident.[S1][S2]
According to the same agency, the group boarded a private aircraft operated by the Argentine company Baires Fly S.A. at 23:30, with Guayaquil, Ecuador, listed as the destination on the flight plan. Earlier reporting identified the plane as a Gulfstream G400 with registration LV-JQW, which had arrived at Puerto Iguazú from Buenos Aires and for which customs and migration paperwork had been filed for four passengers and three crew members.[S1]
Bolsonaro traveled on his Italian passport, while his relatives used their usual documents because the Brazilian judicial measure did not cover them. Argentine officials argue that no legal irregularity occurred, that the procedure was handled only by the Argentine migration segment, and that Brazil bears responsibility for any failure to control the exit.[S1]
The Brazilian order that barred his departure
The crossing took place despite a decision by Alexandre de Moraes, a member of Brazil's Supreme Federal Court, ordering the surrender of all of Bolsonaro's passports, including documents of other nationalities, and prohibiting him from leaving the country. The measure is connected to an investigation into alleged money laundering, and Brazilian press reports also mention tax evasion among the suspected offenses.[S1][S2]
A day before the crossing, Bolsonaro had said in a video that Federal Police agents approached him as he left his father's home in Brasília to notify him of the judge's decision. Although the family had a contingency plan in case of an electoral defeat, the events of the hours after the vote accelerated the schedule.[S1]
How the operation was organized
The route through Puerto Iguazú was the first option and was offered as a possibility by Javier Milei's administration, according to the reporting. Organizers weighed how to explain a private aircraft parked for a long period without raising suspicion, and a source in the aviation sector said the flight scheduled for around 2 a.m. on Tuesday became known easily once the company filed it.[S1]
The plan changed substantially along the way. An earlier route would have placed Bolsonaro in Foz do Iguaçu within hours, possibly on a domestic flight, and its abandonment explains why he did not leave in the early hours of that Tuesday. Later timings are consistent with speculation that the family traveled by pickup truck from its Brasília residence to Puerto Iguazú airport, a distance of roughly 1,600 kilometers and more than 20 hours of driving without stops, detours or border waiting.[S1]
Those handling the logistics needed to gain time to avoid an Interpol red notice, interference with Flávio's Italian passport and tighter migration controls at Foz do Iguaçu. News of a possible departure caused astonishment in Brazil and quickly went global, producing conflicting accounts that presumed he had already left the country and, according to the reporting, helped the operation gain time.[S1]
Few Argentine officials knew of the operation at the outset. Legal authorities from different levels of the executive branch later advised on scenarios that could expose the libertarian administration to sanctions. A very senior Casa Rosada source said the aim was to proceed as cleanly as possible and argued it was handled better in legal terms than the arrival of Evo Morales as a Bolivian asylum seeker at the end of 2019.[S1]
Official confirmation and the opposition response
The Migraciones statement confirming the entry and the departure was published in the early hours of the following day so that the official version would already be in place, even though hours earlier, while reporting on the waiting aircraft, the agency had denied everything. The communiqué named the four travelers as Flavio Nantes Bolsonaro, Fernanda Antunes Figueira Bolsonaro, Carolina Figueira Bolsonaro and Luiza Figueira Bolsonaro.[S1][S2]
Opposition blocs in Congress announced they are preparing interpellations of ministers Alejandra Monteoliva and Pablo Quirno to learn how operational assistance was provided through bodies including Migraciones, the Airport Security Police, the National Civil Aviation Administration and the State Intelligence Secretariat. Argentine media reports also point to suspicions of coordination among the Bolsonaro clan, the Milei government and Donald Trump's administration, with Ecuador's government under Daniel Noboa involved, to remove the defeated far-right figure from Brazil and give him asylum in the United States, where his brother Eduardo is already sheltered.[S1][S2]
